Policy research and design
Our federal, state and district policy expertise enables KnowledgeWorks to support leaders advancing policy solutions at every level of the education system. We cultivate shared stakeholder ownership, identify policy barriers and opportunities and realign systems around a shared vision. We leverage this research across state partnerships to support dissemination of student-centered practices which are grounded in our field-leading state policy framework.- Legislative trends research: Each legislative session, we track and summarize enacted legislation across all 50 states and Washington D.C. that supports student-centered learning. Through thought leadership, we highlight trends and evergreen policy examples. KnowledgeWorks uses this deep-seeded policy knowledge to support our partners.
- State of CBE Maps: In partnership with FullScale, these maps show which policies key to student-centered learning innovation are present across all 50 states and Washington D.C. These interactive maps are updated regularly to reflect policy change and show movement towards more competency-based systems of education as well as opportunities for growth.
- Policy opportunity analysis: KnowledgeWorks thoroughly analyzes current federal, state and local policies that may support or hinder personalized, competency-based learning and provides recommendations for policy change that could grow, deepen and sustain the work.
- Policy strategy guide: Through facilitation of diverse perspectives, KnowledgeWorks partners with leaders to craft a strategy guide that prioritizes policy recommendations and presents a strategic plan to help states and communities move from ideas to action.
- Customized technical assistance: KnowledgeWorks partners with policymakers to provide technical policy support including facilitation of policy working groups, developing policy briefs and memos and crafting policy agendas and recommendations.

In partnership with local leaders, KnowledgeWorks helps the field maximize policy flexibilities and opportunities to reimagine teaching and learning systems. KnowledgeWorks’ policy translation services inspire and guide schools and districts toward educational transformation. Produced resources provide clear guidance to districts on how to advance transformative, student-centered learning systems leveraging flexibilities within state laws and regulations.
- Policy innovation guides: KnowledgeWorks partners with visionary state and district leaders to create innovation guides that highlight possibilities for educational transformation. District profiles show what is possible and descriptions of policy flexibilities identify the lever for change.
- Policy primers: KnowledgeWorks works with educator leaders in the state to create roadmaps to help school and district leaders design and scale new learning models. It includes brief descriptions of policy flexibilities that a school or district can leverage to deepen and scale student-centered learning practices.
