The State Policy Framework for Personalized Learning will help states and stakeholders define and navigate their pathway from the exploratory phase of system design, where a limited number of districts engage in personalized learning practices, to statewide transformation.
This framework is designed to help states build awareness of what it will take to evolve policy systems to support exploration, replication and ultimately statewide transformation to ensure personalized learning opportunities for all students.

The framework includes a set of policy conditions states will need to tackle as they refine and transform their policy system to one that ensures all students in the state benefit from high-quality personalized learning experiences.

Education stakeholders, including policymakers, can become active participants in developing frameworks, structures and policies that support futures of learning in which all students can thrive. In 2018, we published our fifth comprehensive forecast on the future of learning, Navigating the Future of Learning.
We created Navigating the Future of Learning: Key Considerations for Policymakers to equip policymakers with the knowledge and skills to lead conversations about future possibilities for learning. As states work to transform their education systems to embrace personalized learning, this guide will help policymakers consider how changes on the horizon could influence state-level visions for student success, presenting future opportunities and challenges.
Developing Shared Ownership for Personalized Learning
To transform the education system into one that reflects the values of personalized learning and meets the needs of all students, states must develop and sustain deep partnerships with a wide range of stakeholders.
As leaders in the state, state legislators, state board members and state education agency staff are uniquely positioned to bring stakeholders together to thoughtfully collaborate and design education policies that improve student learning outcomes and are responsive to the needs of their constituents. To do this, the state must shift from notions of traditional stakeholder engagement to build ongoing partnerships and shared ownership between the state and local stakeholder groups.
Policymakers play a key role in enabling and sustaining opportunities for personalized learning across their state. We’ve created a collection of resources for policymakers that will help create a shared understanding of personalized learning, both with other policymakers and with education leaders and community members.
