Establishing a Timeline and Budget for Design and Implementation of an Innovative Assessment and Accountability System

A state considering an application under the Every Student Succeeds Act’s (ESSA) Section 1204, the Innovative Assessment and Accountability Demonstration Authority, must develop a timeline and budget that indicates the state’s ability to implement its innovative assessment system statewide by the end of its Demonstration Authority period. The law permits a state to propose its own timeline of up to five years but also provides a state with several opportunities to seek approval for additional time if the state continues to make progress but is not yet ready to scale its system statewide.
